Summary: This report assesses the environmental impact of the trade liberalization reforms that took place in the Philippines in the 1990s. It finds that trade liberalization has improved the environmental performance of the country's manufacturing industries with respect to a number of pollutants. The improvements are modest, however, and could be enhanced if trade liberalization was complemented by well-enforced environmental policies.
